2025 TSPE Travis Chapter Engineer of the Year
Sandee Khoury is an Executive Vice President at Cobb, Fendley & Associates, Inc., a nationally recognized infrastructure solutions firm with a regional focus. Ms. Khoury serves as the Utility Coordination Discipline Lead for the firm, working out of the Austin, Texas office where she also leads the Central Texas utility solutions teams.
Ms. Khoury is a Professional Engineer and graduate of Texas A&M University. She has practiced civil engineering for nearly 27
years, providing project management, consulting, coordination, and professional engineering services for public and private utility owners, governmental agencies, and municipal entities. Her entire career has been focused on utilities. She has managed hundreds of utility coordination and subsurface utility engineering projects across the State, joint-bid utility design projects for TxDOT, counties, cities, toll road and transit authorities, as well as the relocation design of telecommunication and electric utility lines, natural gas pipelines, water mains, and sanitary lines. She has worked on several transformational projects across the State throughout her career including the Katy Freeway Expansion in Houston, I35 CapEx Corridor in Austin, I-35 NEX Corridor in San Antonio, and the Downtown 10 project in El Paso.
Sandee currently resides in Cedar Park, Texas with her husband, Fredrick, and her two children. She has been actively involved with numerous professional and civic organizations throughout her career and has served in numerous leadership roles, including TSPE State Treasurer, TSPE Travis Chapter President, Texas UESI President, and ACEC Central Texas Chapter President, among others and is currently serving on the vestry at her church. Widely recognized as a pillar in both the community and the industry, Sandee sets a standard for excellence and service.
2026 EOY Nominations
The TSPE Travis Chapter Engineer of the Year Award is the highest honor given to an individual TSPE member. Eligibility is restricted to engineers whose sustained and unusual contributions have improved the public welfare and the advancement of his/her profession. The candidate should be an engineer of recognized standing, preferably registered, and a citizen of Texas. ​Per tradition, the EOY is selected by a committee consisting of five previous EOY recipients.
